Project Context and Scope

In a context marked by the persistence of conflict dynamics and the diffusion of instability from the Sahel central towards the Gulf of Guinea countries, the border areas of Mali, notably in the Sikasso and Bougouni regions, face increasing security and governance challenges. Local communities are particularly exposed to the activities of criminal networks, traffickers, and non-state armed groups, which exploit the porosity of borders and limited state presence.

In this framework, the International Organization for Migration (IOM), through the project “Strengthening border governance, security, and stability in Côte d’Ivoire, Ghana, Mali, and Burkina Faso through community engagement and cross-border cooperation” funded by the German Federal Foreign Office (GFFO), aims to strengthen the capacities of local and community actors. The mission aims to design, facilitate, and evaluate training sessions and inclusive dialogue on mediation, conflict prevention and management, intercultural communication, and cross-border cooperation, integrating gender, inclusion, conflict sensitivity, and protection principles.

Programme Immigration and Border Governance (IBG), IOM Mali, under the supervision of the Project Manager and in coordination with the programme team.

Required Qualifications and Experience

Education

• Master's degree (Bac+5) in social sciences, law, international relations, conflict management, gender and development, territorial development, or any other relevant field.

Experience

• At least five years of professional experience in training, mediation, conflict prevention and management, community dialogue facilitation, or any related field. Experience in fragile contexts, border areas, or with IOM is an asset.

Languages

Fluent in French is mandatory. Knowledge of local languages, such as Bambara, Peuhl, or any other relevant language in the target areas, is strongly desired.

Tasks to be performed under this contract

• Under the supervision of IOM, contribute to the capacity building of key actors, including administrative authorities, GLCTs, village chiefs, religious leaders, women's and youth groups, in mediation, conflict prevention and management, communication, and cooperation.
• Develop a methodological note and a detailed work plan for the conduct of the mission.
• Design training modules adapted to the Malian context on mediation, communication, cross-border cooperation, and conflict prevention/management.
• Develop practical, participatory, and contextualized pedagogical tools, including case studies, role-playing games, and simulation exercises.
• Animate training sessions in the target areas and facilitate participatory learning.
• Facilitate inclusive community dialogue sessions, encouraging the participation of women, youth, and vulnerable groups.
• Develop and administer evaluation tools, analyze results, and document best practices and lessons learned.
• Produce activity reports and a final report including a results analysis, challenges faced, and operational recommendations.
