Job Description

We need to output clean semantic HTML. Use

for paragraphs,

for section headers. Identify sections: Introduction, Organizational Context and Scope, Required Qualifications and Experience (maybe subheaders Education, Experience, Skills, Languages, Required Competencies, Values, Core Competencies, Notes). Also maybe "Required Qualifications and Experience" is a header. The text includes tags; we need to preserve content word-for-word, but we need to format as HTML. We must not add or remove content. So we need to keep all text exactly as given, but wrap paragraphs appropriately. We need to identify where paragraphs start and end. The raw text includes many

tags already. We need to keep them as

. However we must not use

or
. The
tags are present; we need to remove them? The rule: No
tags. So we need to replace
with appropriate paragraph breaks or just keep as part of paragraph? The original includes

. That likely indicates line breaks within a paragraph. We should treat the whole content as one paragraph until a new

tag. So we need to keep the text inside each

as is, but we must not include
tags. So we need to replace
with spaces or just keep as part of paragraph. Since we cannot add or remove content, but we must remove
tags. The instruction: "Preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase". Removing
tags would be removing characters. However
is not "content" but a tag. The content includes the text before and after
. The
itself is not visible content; it's a formatting tag. The rule about preserving content likely means we cannot change the words, but we can remove markup tags like
. The instruction says "do not add, remove, summarise, or rephrase". Removing
tags is removing markup, not content. I think it's allowed because it's not part of the textual content. The content includes the text; we need to keep the words exactly. So we can strip
tags. Also need to use

for section headers. Which are the headers? The text includes tags for headings like "Introduction", "Organizational Context and Scope", "Required Qualifications and Experience", "Education", "Experience", "Skills", "Languages", "Required Competencies", "Values", "Core Competencies", "Notes". Also maybe "Required Qualifications and Experience" is a header. The tags indicate they are bold but not necessarily h4. We need to decide which to mark as h4. The rule: Use

for section headers (e.g. Responsibilities, Qualifications, Requirements, Education, Experience, Skills, How to Apply, Key Duties, About the Role). So we need to map the headings in the job description to h4. Let's list them: - Introduction (maybe not a section header? It's a paragraph with strong tag; but it's a header? It might be considered a section header. However the example includes "About the Role". I'd treat "Introduction" as a header? Not sure. The text:

Introduction

. That's likely a header. We'll make it

Introduction

. - Organizational Context and Scope (strong tag). We'll make

Organizational Context and Scope

. - Required Qualifications and Experience (strong). That's a header. We'll make

. - Education (strong).

. Also maybe "Required Qualifications and Experience" includes subheaders Education, Experience, Skills, Languages, Required Competencies, Values, Core Competencies, Notes. We'll follow that. Now we need to ensure that list items are wrapped in
  • . The text includes
      with
    • items for Education, Experience, Skills, Values, Core Competencies. Also there is an
for duties (list of responsibilities). That's an ordered list; but rule says use
        • for list items (duties, requirements, qualifications, skills). However the duties are in an
            . Should we convert to
              ? The rule says "Use
              • for list items (duties, requirements, qualifications, skills)". So we need to use
for duties as well, even though original uses
. We must preserve content word-for-word, but we can change the list tag type? That would be modifying content (changing tag). The rule about preserving content word-for-word likely means we cannot change the textual content, but changing the markup (list type) might be considered a change. However the instruction says "Use
                    • for list items". So we must convert any list to
. That is a structural change but not altering the words. The content inside
                      • remains same. So we need to wrap the duties in
                        • . The original
                            contains
                          1. items with leading spaces and  . We'll need to extract those
                          2. contents and put them into
                            • . Also need to ensure we keep the text exactly as is, including spaces? The content includes   which are HTML entities for non-breaking spaces. We need to preserve them? Probably we can keep them as part of the li text. But we cannot add or remove content; we can keep the   as is. However we need to produce clean HTML; maybe we can keep the   inside li. Similarly, the
for Education and Experience and Skills and Values and Core Competencies already use
                              • . We'll keep them. Now we need to ensure that we don't have any tags left; they should be removed because we use

for headers. The content inside strong should be the header text. So we need to replace Introduction with

                                Introduction

. But we must preserve the text word-for-word. The text "Introduction" is the same. So we replace the wrapper. Similarly for other headers. Now we need to ensure that we have

for introductory paragraphs and general text. The first paragraph after introduction maybe is the paragraph that starts "Established in 1951...". That's a paragraph. Also the next paragraph "Applications are welcome..." etc. Also the paragraph with "IOM’s Approach to Protection..." etc. Also the paragraph with "The IOM Mission in the DRC..." etc. Also the paragraph with "Please refer to this..." etc. Also the paragraph with "Any offer made..." etc. Also "This selection process..." etc. Also "Appointment will be subject..." etc. Also "IOM has a zero-tolerance..." etc. Also "IOM does not charge..." etc. Also "IOM only accepts..." etc. Also "No late applications..." etc. Also "For further information..." etc. We need to keep all paragraphs as

. Also need to ensure that any tags remain (they are allowed). The rule didn't forbid tags. So keep them. Now we need to ensure that we don't have any stray numbers or formatting artifacts. The

list items have leading spaces and  . We'll keep them but maybe we need to trim leading spaces? The content includes   which is part of the text. We'll preserve them as is. Now we need to construct the HTML. Let's outline:

                                  Introduction

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Organizational Context and Scope

IOM’s Approach to Protection promotes a coherent and accountable organizational role in safeguarding the rights of individuals across operational contexts, in line with the Inter-Agency Standing Committee definition8. Working with States as primary duty bearers, IOM programs aim at ensuring full respect for the rights of the individual in accordance with the letter and the spirit of relevant bodies of laws to ensure that individuals’ and communities (rights holders)’ exposure to risks of violence9 are reduced and addressed and that their rights are upheld and needs fulfilled. This approach is implemented through operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research and learning – guided by core commitment to protection mainstreaming, accountability, inclusion, sustainability, systemic change and effective partnership.
The IOM Mission in the Democratic Republic of Congo (DRC) seeks to appoint Migrant Protection caseworker who will operate under direct supervision of the Migrant Protection Officer and overall supervision of Migrant Protection Coordinator. The incumbent will be responsible in ensuring that migrant assistance is delivered safely, and dignified, based on the migrants’ free, prior, and informed consent. The program offers independent, needs-based post-arrival assistance at the request of countries of origin or receiving countries, always with the explicit consent of the migrants.
