Safeguarding

• S’assurer que les partenaires (enfants, jeunes, décideurs et autres) comprennent pleinement les dispositions de la Politique de Sauvegarde de l’Enfant, le Code de Conduite, et les Procédures Locales/procédures du pays.

• Se comporter/agir en conformité avec les règles de la politique de la Sauvegarde de l’Enfant aussi bien dans la vie personnelle que professionnelle ; cela peut consister à rapporter des cas de soupçons d’abus commis sur les enfants.

• S’assurer que la façon/manière de travailler et de s’adresser aux enfants ne les met pas en danger/risque, c’est-à-dire examiner soigneusement en permanence leur travail à l’aide des outils de référence de la Sauvegarde de l’Enfant pour des « défauts/insuffisances » de conception ou de mise en œuvre.

• Promouvoir les messages de la Protection de l’Enfant aux collègues des autres organisations et ministères gouvernementaux, aux enfants eux-mêmes, aux familles bénéficiaires et aux membres de la communauté d’une manière générale.

• Être vigilant pour observer de possibles abus/maltraitances des enfants dans la vie personnelle et professionnelle.

The Role

Save the Children International Mali is looking for a Climate Change Specialist for the project funded by the Green Climate Fund (GCF) or Climate Fund entitled « Intensification of Agriculture and Agroforestry Technologies (IAAT) for resilient food security and nutrition in the face of climate change in the regions of Bandiagara, Douentza, Gao, Koulikoro, Mopti, Ségou and Tombouctou », worth 33 million dollars.

The IAAT project will be implemented over a period of five years to support the Government of Mali in sustainably improving the food security, nutrition and livelihoods of smallholder farming households living in areas highly exposed to the effects of climate change. The project will contribute to this objective by strengthening access to and adoption of innovative, climate-resilient and gender-sensitive agricultural and agroforestry practices, while also consolidating the institutional and technical environment conducive to their upscaling.

The Climate Change Specialist provides technical leadership and strategic guidance on all climate change adaptation and mitigation, climate resilience and environmental sustainability, and natural resource management issues within the IAAT project. They ensure the effective integration of climate considerations and gender, equity and social inclusion (GESI) approaches across all project components.

The incumbent provides technical support to project teams, local service providers, government technical services and other stakeholders such as AEDD in the design, implementation, monitoring and capitalisation of interventions aimed at strengthening the resilience of children, households, smallholder farmers and communities to the effects of climate change. They are responsible for the quality of the project’s climate interventions, capacity building of local service providers, production and dissemination of evidence and good practices, and promotion of innovative approaches to climate-resilient agriculture and agroforestry. The Technical Advisor also contributes to advocacy, strategic partnership development and alignment of interventions with national policies, GCF priorities and Save the Children’s strategic objectives.

Job Dimensions

The incumbent provides technical leadership to climate change adaptation and mitigation, climate resilience and natural resource management interventions within the IAAT project. They work closely with project teams, government technical services, AEDD, implementing partners and beneficiary communities to ensure the quality of interventions, strengthen actor capacities and promote climate-resilient agricultural and agroforestry solutions.

Principal Responsibilities

• TECHNICAL SUPPORT AND CLIMATE CHANGE INTEGRATION
• Provide technical leadership on climate change issues within the IAAT project.
• Ensure the integration of climate risks into the planning and implementation of project activities.
• Develop and adapt climate-resilient and climate-sensitive approaches for targeted communities.
• Ensure the technical quality of climate change adaptation and mitigation interventions.
• Contribute to the strategic planning of climate interventions across all IAAT project activities.
• Ensure technical coordination with regional project coordinators for alignment of field activities with strategic orientations.
• Work closely with other technical advisors (GESI, agroforestry, biogas, etc.) to ensure an integrated approach.
• CLIMATE ANALYSES AND RISK MANAGEMENT
• Conduct or coordinate climate vulnerability and risk analyses.
• Identify key factors affecting children and households.
• Contribute to the development of context-specific resilience strategies.
• Support the integration of disaster risk reduction approaches in project activities.
• Ensure the use of climate data in decision-making.
• Support and advise on carbon sequestration calculation/modelling methods.
• CAPACITY BUILDING
• Develop and implement a capacity-building plan for project teams and partners.
• Organise training on climate change, resilience and adaptation approaches.
• Organise and facilitate training sessions on climate change adaptation, sustainable natural resource management and the integration of environmental and climate considerations in agricultural practices, natural resource management and water management through irrigation.
• Accompany partners in the application of climate tools and methodologies.
• Promote continuous learning on climate issues.
• Monitor the uptake of adaptation measures, techniques and durable technologies among smallholder farmers.
• Develop tools, guides and training modules on climate-smart agriculture (CSA) within the framework of capacity building for actors.
• CAPITALISATION, RESEARCH AND LEARNING
• Contribute to the documentation of good practices and lessons learned on climate change, natural resource management and resilience.
• Produce technical notes, case studies and capitalisation documents.
• Participate in applied research activities on climate change and resilience.
• Support project learning and continuous improvement processes.
• Coordinate thematic studies (adaptation and mitigation) and validate the outputs produced.
• Elaborate documentation of good practices, case studies and lessons learned on climate adaptation.
• Actively participate in evaluations, capitalisation of results and formulation of technical recommendations.
• ADVOCACY AND COORDINATION
• Represent the project in relevant climate technical groups and platforms.
• Contribute to advocacy initiatives on climate change issues affecting children and communities.
• Ensure effective coordination with other actors working in the climate and resilience sectors.
• Facilitate synergies between the project, government technical services, AEDD and other technical partners.
• Represent SCI in technical working groups or experience-sharing groups on climate change in different intervention regions.
• Ensure concrete synergies between project activities and those of other partners and programmes in the field of climate change adaptation.
• CONTRIBUTION TO REPORTS AND RESULTS TRACKING
• Prepare technical reports and notes on climate change according to the norms required by the funder (periodic project reports, technical notes, etc.).
• Contribute to project technical reports.
• Analyse the results and impacts of climate interventions.
• Produce technical syntheses and recommendations to improve project performance.
• Support periodic reviews and project evaluations.
